NREGS GLUES N’PADA MIGRANT TO VILLAGES

The MGNREGS in Nuapada district has brought a great deal of succor to more than 4,000 migrant families during this monsoon.
Unlike the previous years, the scheme this year has created job opportunities even in the rainy season. Various activities like land development, paving of ‘muram’ on roads, construction of bridges etc have been taken up during this rainy season to provide job. It was possible only due to the efforts of the district administration to persuade people to file job applications in the Rojgar Divas, which was conducted regularly every 1st and 3rd Wednesday of the month.
The administration had conducted a survey of migrant labourers in the month of August, which revealed that 6,000 households were preparing to migrate out of the district in search of job. “We decided to dissuade such people to go outside and started various activities under the MGNREGS in each and every Panchayat,” said the Project Director of DRDA here.
A total of 4,143 households have already been engaged in various projects under the scheme till now and the DRDA has chalked out a plan to engage the rest surveyed households by September 18. Highest numbers of migrant family have been found in Komna block where out of 2,289 families surveyed 1,517 are now engaged. In Nuapada block, 819 families out of 995 surveyed have been engaged. In Khariar and Sinapali block 1,072 and 967 migrant families have been identified and 680 and 523 families have been provided jobs, respectively.
District Collector Jaykumar V had conducted a special meeting of the Panchayat functionaries of Komna and Nuapada blocks on September 3 to discuss about initiating a special drive to provide regular employment to the migrant families and a budget allocation of
Rs 8 lakh each was given to every panchayat to start
work immediately.
“The regular organisation of Rojgar Divas in the panchayats has encouraged the people to apply for work, not only on this specific day but also on other days,” says Khirasindhu Sagaria of Kusmal village, ward member of Birighat panchayat. Khirasindhu accompanies the job seekers of his village to the panchayat office on the Rojgar Divas regularly.
There are 110 migrant families in Badi panchayat but only 47 were present when the survey was undertaken. These households were persuaded not to move out of the village and C-2 (intimation to join the work) were immediately issued to them to join in the works. They are now working in two projects running in the village.
“However, there is a problem in restricting the migrant labourers from going outside. They demand wage in advance, but we don’t have any such provision under the MGNREGS,” says the Project Director. Each migrant worker gets an advance of Rs 10, 000 from the labour contractor before leaving the village, which he cannot get under the MGNREGA. “The Government has decided to involve SHG federations to deal with this aspect of giving advance but in Nuapada district, the SHG federations don’t have so much of funds. Thus we are planning to consult with the NGOs of the district to get their support,” the PD informed.
