VILLAGERS LOCK NUAPADA PANCHAYAT OFFICE

More than 300 people of Tikrapada Panchayat in Komna block in Nuapada district arriving at the gram panchayat office recently demanded work under the MGNREGS.
When they were told that the work would not be available immediately; they locked the Panchayat office and went away. “The Panchayat office will remain locked till we are provided job,” they said, aggrieved that the Panchayat is employing a selected number of people who have been identified by the district administration as migrant labourers and ignoring many.
The administration through a detailed migration survey in the month of August had identified 67 households as distress families, who were planning to leave village under distress condition in search of job. When these labourers were engaged in earth work on priority basis, other households of the village started demanding job under the scheme. “We don’t have any work to do now till the start of the harvesting. Hence, we should also be provided jobs,” they demanded.
“The Panchayat has started one project activity in the village Tikrapada under the MGNREGS and it will not be possible to employ all villagers demanding work. They have to wait till the next work is started in next 7 to 15 days,” said the Panchayat officials. “The Panchayat has been provided Rs 8 lakh by way of advance under the scheme,” they added. JE of the block Dipak Behera later on conducted a meeting in the village and solved the matter. “The work will resume from Tuesday,” said the JE.
“The first phase of agricultural operations in Nuapada district was completed earlier due to good rain this year. The people thus want some engagement before the starting of the second phase in the last week of October,” said Sanjay Tiwari, a farmer. Some labourers have already taken advance from the labour contractors before the Nuankhai festival in spite of the assurance by the administration to provide job,” he added.  The decision of the administration to continue work in rainy season has undoubtedly encouraged the people to demand work, but most are still skeptical about the regularity of payment under the scheme.
