Khariar BDO, ABDO obtain bail prior to arrest
The Nuapada police have arrested District Planning and Monitoring Unit (DPMU)’s Economic Investigator
Bholanath Raul in connection with the ‘illegal’ execution of projects under the Biju KBK Programme in Khariar block in Nuapada district. The projects were allegedly executed without approval of the District Planning Committee (DPC). Bolanath has been forwarded to the jail. DPMU Deputy Director had on April 28 lodged an FIR in the Nuapada police station alleging that 20 projects worth Rs 89 lakh were executed under forged documents. The DPMU, which is the nodal agency of the district to deal with planning and approval of the projects under Biju KBK, has no records pertaining to these works asthe DPC didn’t sanction them. Meanwhile, the district Collector has issued show-cause notice to the Block Development Officer (BDO) of Khariar block asking him to explain why he executed the projects which were not in the approved list of the Biju KBK programme.

The BDO in his reply has argued that the projects after being accorded administrative approval by the then
district Collector Janaki Ballabha Mishra and getting technical approval by the Assistant Engineer Sitakanta
Sahu, were submitted to the DPMU in due process.
“All these projects have been taken up with malafied intension is totally false and baseless and, hence, denied,”the BDO has said. The BDO has further stated that he has been directed by the District Planning Officer (DD) to execute the works on priority basis to mitigate drought like situation of the area and to stop possible migration and starvation deaths in the area.Mentioning that such projects have been provided to other blocks of the district and also to the line departments like the Minor Irrigation department, the BDO has requested the district Collector to extend investigation on the projects undertaken in other blocks also. The BDO and the ABDO as well as some other staffs of Khariar block have taken anticipatory bail order from the High Court apprehending arrest by the police in the above case.
