Engineers only give assurance
Villagers in Patdarha plateau in Nuapada district have demanded that they be paid dues soon towards the wages and other expenditures they incurred in digging drinking water wells under the Rural Water Supply and Sanitation (RWS&S) department. According to information, RWS&S officials had asked people of 12 hamlets of the plateau to construct drinking water wells in their respective hamlets last year with assurance that they would be paid the cost as per the Government norms. However, the officials are now shying away from the commitment when the works have been completed, villagers alleged. Earlier contractors from Nayagarh were employed on behalf of the RWS&S to dig such wells in eight places of the plateau. The contractor selected the sites without taking consents of the locals and constructed wells. Now, most of the wells dug by them are found defunct. On the other hand, the wells dug by villagers are providing potable water sufficiently. Stating that a whopping amount of Rs 80,000 was spent per a well then, villagers said, “We selected good sites and dug wells as directed by RWS&S officials. The wells are now providing sufficient water to the villagers. We urge the concerned authorities to pay our dues as soon as possible.”
Some people also informed that they have already appealed to the RWS&S Junior Engineer as well as the Executive Engineer (EE) several times but they have paid deaf years to their demands. “The EE only gives assurance that we would be paid our dues,” said Hiralal Majhi, Samiti Member of Bhainsadani Panchayat. Patdarha plateau, which is a part of the Sunabeda plateau under Nuapada district is located on 3,000 ft above the sea level. There are 14 hamlets on this plateau with more than 3 thousand people living on it. They have to walk down the hilly track to reach the panchayat headquarters to avail PDS rice and other materials. Most of the tube wells in the plateau are defunct as they have not been dug to the water level. Villagers, apart from demanding dues, have also sought Government initiatives to construct more number of drinking water wells in the highland.
