NO FARMER HARASSMENT DURING PADDY PROCUREMENT’

We should be sensitive towards the problems of the farmers,” said Food Supplies and Consumer Welfare Minister Sanjay Dasburma at a meeting of district officials, farmers’ representatives and a few elected representatives of Nuapada.
Dasburma made this observation in the meeting while responding to a complaint of the farmer representatives and MLAs of the district that due to the irregular functioning of Mandis and strict FAQ considerations the farmers of the district are not able to sell their paddy. Expressing his concern over the difficulty of farmers, the Minister said that the mandis in the district would be operative up to the second week of March.
Reacting to the complaint of the farmers about the delay in starting of Mandis, Civil Supply Secretary Madhusudan Padhi said that the decision to start the mandi in the district should be taken by the District Level Procurement Committee (DLPC). “The DLPC is free to decide whether to start Mandis in the district ahead of the date prescribed by the State without waiting for any direction,” said Padhi.
Nuapada MLA Basant Panda raising question on the FAQ prescribed for paddy sale by farmers said why millers be given 30 to 45 per cent relaxation for supplying custom milled rice, when the relaxation is only 17 per cent for farmers while selling paddy. Responding to him, Padhi said that deciding about the FAQ is not under the control of State Government. “We have written to the Centre about this but they have not responded yet” said Padhi.
“We can procure paddy of all the farmers in a week but our difficulty is not in procurement, rather the problem is with the millers. They are not lifting the stock, expressing their inability to pay for the stock they are lifting,” said a district level officer. It is learnt that the millers are not lifting the paddy procured by the Odisha Civil Society Corporation (OCSC) to force the administration to give more relaxation on payment of security.
Dasbarma later attended a meeting of farmers in the parade ground and assured that he would monitor paddy procurement on day to day basis. “You are free to contact me over telephone, whenever you face any difficulty in selling of your paddy,” he said.
