NUAPADA ZP MEMBERS BOYCOTT MEETING

The Nuapada Zila Parishad (ZP) members boycotted the District Planning Committee meeting which was scheduled to be held on Friday under the chairmanship of Panchayati Raj Minister Arun Sahu. “The meeting could not be held due to lack of quorum,” said district Collector Jaykumar V.
Minister Sahu returned without attending the meeting.
Earlier on Thursday, the ZP members had conducted a meeting to decide about their strategy. “Our decisions are not being taken care of by the district administration,” the ZP members had stated after the meeting. “However, the reason of our resentment is something else. No one of us has earned a single rupee in the tenure of the present Collector,” said a few members on condition of anonymity.
It is learnt that the Collector has given strict instructions to the officials to follow Government guidelines while implementing various activities. So, the officials are forced to involve the Village Labour Leaders (VLLs) and the Village Development Councils (VDCs) while implementing projects costing less than Rs 5 lakh and inviting tenders for projects costing more than that.
The ZP members feel they have lost their space in decision making. “But the actual cause of their resentment is elsewhere. They had been conniving with corrupt officials and sidelining the involvement of villagers as well as the VLLs in implementation of projects to get their share of booty. The steps taken by the Collector has deprived them of their regular shares,” said a political activist.
The Collector has, however, not come under the pressure of the ZP members’ strategy. To get rid of him, the ZP members had even launched a strike in the past demanding his transfer, but the demand has neither influenced the Government nor created any pressure on the Collector.
However, the ZP members forgetting their party lines have come together to save their interest, that is, “at least to have some income to face the next elections”.
Minister Sahu refrained to give any comment on this issue to the Press. It has raised a question in the public. “Most of the ZP members being members of the ruling BJD, the Minister should have taken a step to resolve the impasse,” said observers.
