ONE-DAY STOPPAGE OF MDM BIG ISSUE IN NUAPADA

The issue of one-day stoppage of midday meal (MDM) in the primary schools of Nuapada district has become a bone of contention for the teachers of the district. The teachers of almost all primary schools had stopped MDM for a day protesting against the suspension of 23 teachers and CRCCs of the district for enroling 4,885 fake names in school registers and showing dropout students as regulars.
“We are withdrawing from the agitation due to intervention of Nuapada MLA Basant Panda, who is the adviser of our Nuapada District Joint Teachers’ Association,” the teachers had said while withdrawing from the strike.
Subsequently, the headmasters of more than 600 schools had been served show-cause notices to explain the cause of stoppage of MDM. It is learnt that all the teachers had replied that they had stopped the MDM as per the decision taken by the District Teachers’ Association.
The district administration is now planning to hold up the day’s pay of all teachers for the MDM stoppage. “As the teachers have now conceded that they have stopped the MDM, we are legally bound to initiate legal action against them for their negligence,” said a district official.
However, it is learnt that the district authorities are still in a dilemma. “Even if we hold up pay of the erring teachers for a day, it would impact their carrier. So, it is a difficult choice to make, whether to stick to rule or to exonerate them on moral ground,” said the official.
Meanwhile, district Collector Jaykumar V has conducted a review meeting of the CRCCs, Block Education Officers (BEOs) and the District Project Coordinator of Sarva Shiksha Abhiyan (SSA) to lay down a procedure for proper monitoring of attendance and performance of teachers.
“Formats have been developed to monitor the performance. All the schools will submit weekly reports to the BEOs, which will be consolidated and forwarded to the district authorities,” said the Collector.
The Collector has also directed the SSA officials to look into the annual renewal of appointments of contract teachers, who are more than 1,500 in number in the district. “It is interesting that none of the appointments of the contract teachers has been renewed since their appointments although as per rule, the appointments should have been renewed every year basing on the performance and attendance of the teachers,” said the Collector.
“It is the responsibility of the district authorities to renew the appointments. When we approach them for renewal, they never respond,” complain the contract teachers. Most of the teachers are now blaming their leaders, who directed them to restrain from providing MDM.
