Most of the stone quarries in Khariar block of Nuapada district are still operating without obeying pollution safeguards in spite of action taken by the Tehsildar of Khariar a month back. Khariar Tehsildar Gopalswami Naidu had sealed four crusher units one month back which were in operation without having pollution control certificate from the Odisha State Pollution Control Board (PCB). One of the crusher owned by Shyam Agrawal did not even have the sitting criteria of the district administration.
This unit had been sealed in 2010 by the tehsildar when it was located in Bharuakani village of Bhojpur GP. But instead of obtaining permission from the Collector, the owner broke the seal and shifted the unit to another site in the village Rohenpadar of the same GP. No criminal action was initiated against the owner for breaking the seal at that time and the unit continued to operate for more than three years.
Acting upon a report published in The Pioneer, the Collector of Nuapada wanted an action-taken report from the tehsildar, following which the tehsildar sealed the unit again in December 2014, in addition to three more units operating in Jholpathar, Mundosil and Jhitridoda villages of Khariar block. However, Dipak Mahapatra, the owner of the crusher unit running at Jholpathar broke the seal immediately and started illegal operation. “The unit was reopen on 30 of February by Mahapatra,” said a villager of Jholpathar who stated that he was afraid of Mahapatra and requested not to take his name.
The tehsildar being informed by the locals visited the site on Thursday and sealed the unit again. “I will write to the district Collector for the cancellation of the sitting criteria allotted to the crusher,” said the tehsildar, when contacted over phone. The tehsildar added that he is planning to institute s criminal case for illegal breaking of the seal by Mahapatra and legal action against Shyam Agrawal for setting up his crusher unit without having sitting criteria of the district Collector.
“I don’t understand why the administration takes so much time to initiate action against these people, who continuously defy government rules and guidelines. The people of Jholpathar are regularly complaining about the damage to their houses due to blasting operations in the stone quarry owned by Dipak Mahapatra, but there is no action against him,” said Khariar BJP leader Sanjay Tiwari.
