1. LOCALS RESENT NO ADMISSION IN KHARIAR KV THIS YEAR

In spite of repeated appeals of the locals of Khariar area in Nuapada district to the Kendriya Vidyalaya Sangathana (KVS) to start the admission process for the session 2015-16 in the Kendriya Vidyalaya at Khariar, the KVS is yet to modify its decision on admission issue.
The last date of selling forms for admission in the KV is March 10, but the KV, Khariar has not yet started selling of forms. “We have been instructed by our Regional Office to stop the admission process for this session as the land for construction of KV has not been transferred,” says the Principal of the KV. The Kendriya Vidyalaya Sangathana (KVS), New Delhi in a letter addressed to the district Collector of Nuapada has instructed the Kendriya Vidyalaya, Khariar to keep fresh admission to class I and other classes in abeyance until the land is transferred.
The KV, Khariar was established in 2010-11 under civil sector scheme by the sponsorship of the State administration. The KVS claims that as per the agreement the land was to be transferred to the KV within two years, but the transfer has not been done even after 5 years. Dr Fanindam Deo, a member of the governing body of the KV, Khariar, however, says that the decision of the KVS is arbitrary. “The KVS has never kept admission process in abeyance in more than 10 KVs in Chhattisgarh, although they have not been provided land by the administration for more than 10 years,” laments Deo.
The district administration of Nuapada also says that it has already identified 10 acres of land for the construction of the KV and the alienation process has begun. The site selection committee has already visited the site two times for examining the feasibility. So, when the process is on and the KVS is yet to inform about their opinion on the proposed site officially to the district administration, they should not take a decision to stop the admission process.
It is learnt from the Tehsildar of Khariar that two officials from the Regional Office of the KVS at Raipur visited the site a few days ago and gave adverse opinion on the proposed site. However, the district Collector of Nuapada reveals that the administration has not been intimated officially about this adverse remark. “How can we know that they have objection to the proposed site?” asks Collector Jaykumar V.
“As no information about the rejection of the proposed site is available with district administration, the administration is continuing with the process of alienation of the same land. Thus it is unethical to take a decision to stop admission process, which will deprive the children of our area to avail quality education,” says Deo. “Moreover, three of the five members of the site selection committee have expressed their consent for the proposed site; so this majority view point should be taken in to consideration,” adds Deo.

In a discussion with the members of District Press Club of Nuapada and the parents’ association, the district Collector has agreed to identify alternative sites for the KV, if they are informed officially of the adverse remark or rejection of the KVS. The people of Khariar have appealed to Union HRD Minister Smriti Irani and Kalahandi MP Arka Keshari Deo to take early action in this regard.

The Kendriya Vidyalaya (KV) at Khariar of Nuapada district has decided to not to take new students in the session of 2015-16. The KV Principal has informed that the Kendriya Vidyalaya Sangathan (KVS), New Delhi has directed to discontinue admission of new students from the next session because the district administration could not allot a suitable land to the school for construction of its own campus.

However, the district administration as well as the public of Khariar rebuff this allegation and hold the team sent by the KVS responsible for the present deadlock. The Khariar KV, which was started in the year 2009-10, is presently running in the buildings of Raja AT High School. The district administration selected a site of four hectares on the outskirt of the town and sent the proposal to the KVS. “It will be an appropriate site for construction of KV campus because the campuses of Model School and Industrial Training Institute are also under construction in the neighbouring plots,” said the Khariar Tehsildar.
But KVS Assistant Commissioner, PBS Usha and Deputy Commissioner, SS Rawat of Regional Office at Raipur, who visited the site on Thursday last, straight away rejected the proposal claiming that the site is a burial ground. “When there is no such mention in official records, we don’t understand why they are claiming that it is a burial ground,” wondered educationist Dr Fanindam Deo, who visited the site with the team. “The way they took the decision abruptly revealed that,they had come with a preconceived notion to reject the proposal,” he added.
District Collector Jaykumar V said he was not even informed about the arrival of the team for site selection. “It is the only site available near the town, and we feel it is suitable,” said the Collector. “Claiming that the entire site is a burial ground is ridiculous,” he added. The parents of students of the Khariar KV at a meeting have expressed resentment over the decision of the team.
