RS3.90L NOT RECOVERED FROM EX-KHARIAR BDO

The audit report no – 05/2011-12 for the accounting year 2010-11 states that an amount of Rs 3.90 lakh is outstanding against Mangaraj. The Audit Superintendent of DLFA Nuapada office has recently sent a letter to the BDO, Khariar, requiring information on whether the Government funds spent illegally during the financial year 2010-11 have been recovered from Mangaraj, who is now working as the ABDO of Mathili block in Malkangiri district.Information obtained through an RTI query shows that recovery of money has not been made in case of a few erring officials in Nuapada district in spite of repeated notices by the Directorate of Local Fund Audit (DLFA). One such case in Khariar Panchayat Samiti is related to Rambilash Mangaraj, who was in charge BDO of Khariar during 2010-11 and 2011-12.
The DLFA earlier had served notice to Mangaraj directing him to show cause, but as there was no compliance or response from Mangaraj, an order was issued for recovery of the same amount. The BDO, Khariar has reported to the DLFA on June 24 last that no amount has been recovered till date.
Sources reveal Mangaraj during his stint as BDO of Khariar and Nuapada Panchayat Samities resorted to massive irregularities. The audit report of DLFA for the financial year 2012-13 has also made Mangaraj liable for a payment of Rs 17.5 lakh for procurement of tube well spare parts. Mangaraj had approved of the payment without taking sanction of the purchase committee. Gitanjali Majhi, the then Chairperson of Khariar Panchayat Samiti, had raised objections to the procurement. It is learnt that, an amount of Rs 4.5 lakh had been paid to a fake firm. Majhi had complained this to the Collector but somehow this got shelved. There are a number of other such allegations against Mangaraj, but he has been able to bypass all these hurdles to get his promotions. He was suspended from his job due to corrupt practices while working as VLW in Turekela Block in Balangir. A Vigilance case is still pending against him. But in spite of all these, he has been given repeated promotions from VLW to GPEO and then to ABDO.
