FUNDS BUNGLING: N’PADA PANCHAYAT OFFICIALS GO SCOT-FREE

The Panchayat Executive Officers (PEOs) of Parkod, Bhaleswar and Beltukri Gram Panchayats of Nuapada district are roaming scot free after misappropriating lakhs of rupees.
The funds had been allotted to the Panchayats by the Centre and the State Governments under 14th Finance Commission (14th CFC) and 4th State Finance Commission (4th SFC) for execution of different development works during the financial years from 2014-15 to 2016-17.
The PEOs are Pabitra Mirdha in charge of Bhalesar and Beltukri Panchayats and Merelal Tandi in charge of Parkod Gram Panchayat.
“They are protected by some politicians of the ruling party, making it difficult to initiate action against them,” said a district level official.
After verification of the bank accounts of the Panchayats and the activities undertaken in the field, the Nuapada block administration has estimated that, more than Rs50 lakh has been misappropriated out of Rs1.49 crore allotted to them during the period. A joint report on verification of bank accounts by the Head Clerk, Accounts Officer and the BDO, Nuapada have been submitted to the DRDA on November 11 states that the PEOs and the Sarpanches have failed to produce relevant documents related to the expenditures.
“It is seen from the statement that a huge amount of expenditure has been made by the GPs on different dates. Without cash book and supporting documents, it is difficult to ascertain the authenticity of expenditure because the Sarpanch/PEO have failed to produce the cash book, voucher and related documents for verification since July 2016 till date,” says the report.
The three Panchayats have received Rs25.27 lakh and Rs9.04 lakh each under CFC and SFC respectively. Besides, these Panchayats have also received funds under other heads, the sources of which are yet to be ascertained due to non-submission of cash books by the PEOs. Parkod GP has received Rs50, 51,299 between October, 2014 and September, 2016 as the bank statement of Ac No-30613721491 reveals. An amount of Rs25,07,825 out of this has been received under 14th CFC, but the source of the rest of the amount is yet to be ascertained as no cash book or any other document is found in the Panchayat. Total withdrawal from the account is Rs50,01,324 during the above period. Under 4th SFC, the Panchayat has received Rs9,40,431in bank account No-35019184329 between October 2014 and September 2016. An amount of Rs7,55,680 has been withdrawn from the account during the same period.
Bhaleswar GP has received Rs30,49,360 and Rs9,39,120 respectively under CFC and SFC between October 2015 and October, 2016, out of which a total amount of Rs39,81,000 has been withdrawn during the same period. Besides, the Panchayat has also received an amount of 7.17 lakh, the sources of which are yet to be ascertained. Likewise, the amounts received by Beltukri GP is Rs25.27 lakh under CFC, Rs6.67 lakh under SFC and Rs14.60 lakh under other programmes amounting to a total of Rs48.94 lakh out of which Rs46.56 lakh has been withdrawn for which no expenditure details are found with the PEO and the Sarpanch.
It is learnt that the administration was unable to transfer them from those Panchayats while reshuffling the PEOs of the district earlier this year although they have been working there for long due to pressure from the political bosses of the EOs.
