N’PADA PANCHAYAT FUND BUNGLING PROBE DEFERRED

The Nuapada district administration has deferred an inquiry into the fund bungling in three panchayats of Sadar block in the district till the end of the panchayat elections.
Bungling of huge amounts of fund under 14th CFC and 4th SFC in Parkod, Beltukri and Bhalesar panchayats came to limelight when the matter was reported in this newspaper on November 22 last.
Based on the news, the Executive Officer-cum-Project Director, DRDA had instructed the BDO of Nuapada for an inquiry. When the bank accounts of the said panchayats were verified by the DRDA, it was found that more than one crore rupees have been withdrawn by the concerned officials of these panchayats in last two years from the bank accounts, but not a single work has been done.
The DRDA after getting approval of the Collector had formed a committee consisting of the Subdivisional Panchayat Officer, accountant and another staff of Nuapada block to conduct a detailed inquiry. However, the committee is yet to start inquiry even after one month of its formation. It is learnt that the committee has been unofficially given instructions to delay the inquiry so that the matter can be otherwise settled. No action has yet been initiated against the Executive Officers (EOs) of the said panchayats who are allegedly responsible for the mismanagement of the funds. They were not even transferred from the panchayats although the matter came to the fore much before the election code of conduct came into force.
“They are being protected by some influential people of the ruling party. The district administration might have been influenced by these people not to take any action and to retain the EOs in the panchayats so that they could influence the voters during the panchayat elections in favour of the ruling party,” said a district level official requesting anonymity.
Fingers are being pointed towards the district Collector, who being well-informed about the matter, has allowed the concerned EOs to continue in office although they have stayed in the posts for more than three years.
