When the Sundar Irrigation Project reservoir swells on arrival of rain, the village Chhelkanipada in Nuapada district loses the connectivity being marooned by water on all sides and people are deprived of basic facilities at least for three months. The wait to get the link to the market and all other facilities ends only towards November when the water recede and the walking path to reach the nearest road at one km far is opened.
Chhelkani Pada village, located in Darlipada panchayat of Komna block, has fifteen households. Remaining marooned for over three months of a year creates a lot of difficulties for the people here. “We don’t even get the basic necessities of our lives. Our children are deprived of their supplementary nutrition and education as the Anganwadi Centre and the schools remain out of the reach,” say villagers. “Newborns and pregnant women even do not get immunisation and polio doses,” they add.
Belmati and Pushpa ask a genuine question. “Why didn’t the project authorities pave a road to our village when they constructed the dam,” they ask. The project was constructed more than three decades ago, and no one thought of making a road for the people living here. Water covers the village from three sides even during summer. People tread through the cultivated land to reach the nearest road.
“Such negligence has been repeated by the authorities of Lower Indra Irrigation Project (LIIP), which is on the verge of completion,” says Amaresh Pattnaik, Sarpanch of Pendrawan panchayat citing the example of his panchayat office building going to be submerged during the coming rainy season. “The LIIP authorities have not taken any step to replace the panchayat office in a suitable place, I don’t understand where the office will run,” he adds.

Mayadhar Saraf, Honorary Warden of Wild Life, has drawn the attention of DRDA Project Director Pradip Naik about the problems of Chhelkani Pada villagers. Naik has assured that a new road would be constructed to the village. “I will give necessary instruction to the BDO, Komna for earthen road formation under MGNREGS and metal will be paved immediately after that under the Gopabandhu Gramin Yojana,” said Naik.
