FORGET HOUSE, THESE HOMELESS EVEN DENIED TARPAULIN SHEET
The Government is giving a major thrust on housing scheme to provide shelter to the houseless persons, but there are still many who are yet to be included under these schemes.
Dinabandhu Barik of Junani village of Nuapada district is one such unfortunate person, who is running from pillar to post for last four years to get a shelter.
“I have applied to the BDO and the Panchayat authorities several times since my house collapsed in 2014, but no one took pity on my condition,” lamented Dinabandhu, who now lives with his wife under a Tarpaulin shed.
It was on August 7, 2014, at about 4 am one of the mud walls of his house collapsed due to continuous rain for two days. “God saved us from death but our lives have become hell,” added Dinabandhu, who had applied to the Tehsildar for some financial support to repair the dilapidated house, but did not get any support.
There is provision under the National and the State Calamity Funds to provide financial assistance to such destitute persons, but the Government officials never care,” said Guna Sagar Patel, Samiti Member of Badi Gram Panchayat. “My son migrated to Cuttack to work as construction labour to reconstruct the house, but in last four years, he is not able to save a single pie,” said Sukeshi, Dinabandhu’s wife.
There are many others, who have similar stories to share. Khirasindhu Barik of the same village has covered the roof of his thatched house to get rid of rain. He went to the Tehsil office to beg a tarpaulin, he was assured but never given a sheet. “Taking a loan from a neighbour, I bought the tarpaulin to cover the roof,” said he.
Dhanurja Patel of Padmapur village of Badi is also living in similar condition. One of the walls of his house has collapsed which has been covered by a tarpaulin sheet. The main beam of the roof is now supported by a wooden pillar in the want of the wall. “Shall I get a tarpaulin to cover the other side of the wall? There is no rain this year, otherwise, the house would have totally collapsed,” he said.
“All these houseless persons would not get support under Pradhan Mantri Awas Yojana (PMAY) or Biju Pucca Ghar Yojana (BPGY) because their names do not appear in the SECC (Socio Economic Caste Census) list, which is mandatory to become a beneficiary under these two schemes. The only option is the BPGY Special and I am sure these people will be included in the current year,” said Panchayat Executive Officer (PEO) of Badi GP Sanatan Panda.
The people, however, are hopeless. “We have even met the Collector in monthly grievance cell, but there is not step. So, how can we believe that the PEO will do a miracle,” they asked.
