LOWER INDIRA PROJECT WORK QUALITY QUESTIONED
Work quality of the Lower Indira Irrigation Project (LIIP) in Nuapada district has come under a cloud again after a village road bridge (VRB)-cum-fall constructed in 2014 across the escape canal near village Bhulia Sikuan of Khariar block was damaged.
The half-km-long escape canal is meant for releasing excess water from the left main canal to the Arjuni river. The VRB across the canal was a medium to reach the farmlands on the other side. An amount of Rs one crore was spent for the whole system.
The earth and plinth underneath the VRB and the fall (concrete slope) have been totally washed away due to scouring caused by a heavy flow of water on Tuesday. Project sources reveal that the construction quality work was below-standard. “Two officials, Sitanshu Sekhar Dash and Panchanan Naik, were in charge of the construction at that time and they are completely responsible for this damage as they allowed the contractor to downgrade the quality of work,” alleged an official of the LIIP.
“We had raised questions two months ago when the water of the left canal breached the embankments in many places after water was released from the project in July. Now, the scouring of the plinth and the fall has proved that the quality of works of the LIIP everywhere is questionable. We demand strong action against the contractor and the concerned officials,” said people of Barpadar.
The project authorities have immediately started repair work. “The damaged abutment wall will be replaced with RCC (concrete) and the scoured area will be filled with concrete,” said a canal official. “The same contractor, who had done the work earlier, will be employed for the repair. One year of the surety period with a Rs 10-lakh deposit by the contractor is still remaining with the department; so, the amount will be deducted from this,” added the official.
The LIIP authorities have also assured that strong action against the responsible officials would be recommended to the Government.
