NO RESPONSE TO RTI APPLICATIONS IN N’PADA

Brajamohan Hans of Boden block in Nuapada district applied for information under the Right to Information (RTI) Act to the Public Information Officer (PIO) of Boden block office in 2014. He was entitled to get information free of cost as he is of BPL category, but the PIO asked him to deposit a whopping Rs 46,547 towards the cost of information fees.
Hans submitted his appeal before the appellate authority, but instead of providing information, the BDO requested him to take back his application. Hans has gone for the second appeal, which has not been heard even after three long years.
Khirasindhu Sagaria, also BPL, is waiting for getting information from the PIO of District Watershed Mission, Nuapada for more than three years. The case is pending with the State Commission till now.
In two other cases related to the district Collectorate and the Boden block office, respectively, where the PIOs have said that the BPL cards submitted by the applicants are old; the State Commission has directed the PIOs to provide information free of cost. But the PIOs have not complied with the order.
In response to an RTI application of Saroj Nag of Khariar, the PIO of Khariar DFO office has directed the applicant to deposit information fees after 48 days.
“The PIOs in Nuapada district either do not know the provisions of the Act or are trying to evade with the fear that their corruption would be exposed,” says Hiralal Majhi, an RTI activist of Boden. “But I don’t understand why the Commission is not listening the grievance immediately,” he asks.
Above fifty such aggrieved RTI activists of Boden block had sat on Thursday at Boden to share experiences and problems they have faced in obtaining information from different public authorities in the district. They felt that a block-level forum of RTI activists would help them take up such issues in an organised manner. So, they formed a forum called Maa Duarsani Suchana Adhikar Committee. Jagdish Majhi and Jagmohan Hans were selected as the conveners of the forum. One convener each for every panchayat was also selected.

“The next meeting of the forum will be held on December 20; and all members present on that day will visit different offices to discuss about their problems with the officials,” said Hiralal Majhi. Ajit Panda and Tapan Das of the District Press club were present.
