FAKE DISPLACED GET FAST REHAB

An inquiry done by the Tehsil Office of Komna of Nuapada district has revealed that some fake displaced persons (DPs) have again been approved by the State Water Resources Department (DoWR) for payment of rehabilitation in Lower Indra Irrigation Project (LIIP).
The Rehabilitation and Resettlement (R and R) unit of LIIP in 2017 had recommended a proposal for payment of assistance of Rs 6.8 lakh each to Ghasen Jagat, Pustam Sagaria, Chintamani Ganda, Ghasi Sagaria, Beda Sagaria, Uma Ganda and Saraswati Mahanand as the DPs of Dumerbahal village, which is a partially affected village of the LIIP.
The proposal was forwarded by the district Collector, Nuapada to the DoWR. In spite of objection raised by some affected people, the DoWR approved the proposal and sanctioned an amount Rs 47.6 lakh vide letter no. 31524 dated 29.12.2017.
“We had drawn the attention of the district Collector and the Principal Secretary, DoWR, but they did not take our complaint in to account,” alleged the DPs of fully submersed villages who are yet to get their assistance. When a report entitled “Lower Indra: Fake
Displaced Get Rehab” was published in this newspaper on March 7 last, revealing about the issue, the department jumped into action and directed the R and R unit to conduct an inquiry.
The report of the Tehsildar, Komna on residential particulars of the fake DPs submitted to the PD, R and R, LIIP, Khariar vide letter no.1647 dated 31.05.2018 reveals that, Ghasen Jagat w/o Duryodhan Sagaria is a resident of Bad Dohel village under Khariar block, which is not an affected village.
She married to Duryodhan more than 30 years ago and is getting benefits of National Food Security Scheme (NFSS) in Bad Dohel village against her ration card no.-25021410588. Pustam Sagaria s/o Ghasen and Duryodhan is also a resident of Bad Dohel.
Chintamani Ganda and Uma Ganda, both daughters of Munsiram Ganda, are the residents of Baghamunda village, which is also not an affected village. Chintamani is married to Dasmu Sagaria and Uma is married to Golapchan Bhoi in Baghamunda village more than 30 years ago.
Two sons of Chintamani Ganda, named Ghasi Sagaria and Beda Sagaria, who are also permanent residents of Baghamunda village, are enlisted as DPs of Dumerbahal village. According to the investigation done by the Tehsildar, Komna, all these people have ration cards in Baghamunda and are getting benefits of NFSA in Baghamunda.But, all of them have obtained voter ID and Aadhaar by changing either their names or title, mentioning Dumerbahal as their place of residence to grab the DP assistance. Ghasen Jagat, who became Ghasen Sagaria after marriage, took the title of Jagat again while registering for the Aadhaar, likewise; Chintamani Ganda became Sagaria and returned to Ganda, Uma Ganda changed to Bhoi after marriage and took the title of Ganda again to get the benefit of R and R. It is yet to be revealed by the project authority whether any action on the report of the Tehsildar has been taken. In the meanwhile, the fake DPs were sitting in dharana in front of the Tehsildar’s office for submitting the adverse report to the R and R.

When proposals of more than 700 affected persons of fully submerged villages are pending at the Government level for approval, why the DoWR and the district administration took a hurried decision on these fake DPs is a question. “Have they fallen into the trap of brokers and the corrupt R and R officials,” asked the aggrieved DPs.
