PADDY SEED CRUNCH: NUAPADA FARMERS WORRIED

At the outset of the Kharif season, farmers of Nuapada district are desperate. A majority of them were not able to save paddy seed last year due to severe drought.
They are now queuing up in front of the seed distributors to buy seeds. The cooperative society of Khariar which is one of the 26 Primary Agriculture Credit Societies (PACS) of the district had received 45.20 quintals of seeds of long and medium duration varieties on Tuesday last.
“The stock exhausted on a single day,” said the salesman of Khariar PACS. “Last Kharif season, we had sold about 100 quintals but this year the demand seems to be more, may be about 300 quintals,” added the society staff.
Khariar society had deposited draft for 50 quintals at Rs2,705 per quintal on June 5 last; but the price raised to Rs2,905, when the stock arrived on July 19; so the society was provided about 5 quintals less in the first lot.
All the 26 PACS of the district faced the same situation due to the spur in price.
DDA, Nuapada Umesh Chandra Dash expressed the same apprehension on the requirement of seed this year. “Basing on last year’s requirement, we set a target of 9,000 quintals this Kharif, but it seems, the demand is more. We have already provided 6,684 quintals till now to different PACS and the private distributers in the district,” he said.
“As per information received from the sale centres, a total quantity of 1,049 quintal was in stock till Wednesday evening. We are getting 200 quintals of seed daily from different States and we think there would not be any shortage,” he added.
“The requirement of paddy seed would be two times more this year compared to last Kharif. It was about 8,000 quintals last year; so imagine the quantity needed, but we do not understand, why the district administration underestimated the requirement,” opined Nuapada BJP Krushak Morcha president Sanjay Tiwari.
“The district faced consecutive drought for last three years, which has led to rapid depletion of seed stocks with farmers,” he added.
Some of the PACS in the district have already received stocks but are yet to start selling, because the list of farmers is yet to be made online by the concerned Government department. “The list is not available in the web, how can I distribute the seed? We are facing the wrath of farmers due to delay done by the officials,” said salesman of PACS Tukula of Khariar block.
“We have informed the Collector, Nuapada, about all these bottlenecks, and hope she would look in to it,” informed Tiwari.
The PACS are facing fund shortage to obtain seeds this year due to delay in release of subsidy amount and other charges by the Government. “The subsidy gap of Rs1, 045 plus transportation/handling charges and society commission etc of Rs260 per quintal is not reimbursed by the Government immediately. Thus we face problem in making payment for fresh stock,” complained PACS personnel.
