Irregularities by ex-Khariar Tehsildar: Probe ordered

The General Administration and Public Grievance Department acting on the draft charges submitted by the Nuapada Collector has issued a memorandum to institute an inquiry against Gopalswami Naidu, OAS (SB) on various grounds of misconduct during his incumbency as Khariar Tehsildar.
The Collector, Nuapada, in March, 2017 had submitted draft charges against Naidu. “I am to appraise that, Gopalswami Naidu during hisincumbency as the Tehsildar, Khariar has committed gross negligence and dereliction in Government duty, gross misconduct and insubordination, misappropriation of Government money and misutilisation of official power and position for ulterior motive and sustaining loss to Government exchequer,” the Collector had stated in his letter dated March 18, 2017 to the GA Department.
Acting on this, the GA Department has proposed to hold an inquiry against Naidu under rule 15 of the Orissa Civil Services (Classification, control and Appeal) Rules, 1962.
The draft charges reveal that, Naidu, during his incumbency as Tehsildar, Khariar had committed several irregularities, like allowing crusher units and mining to run illegally and misappropriating Government money by unethical means. He had allowed as many as 16 stone and sand quarries to run illegally in Khariar Tehsil, which didn’t have environmental clearance from the State Environment Assessment Authority.
The crusher units had also been supplied ‘R’ form (for transit of materials) prior to the execution of lease agreements. Information obtained through RTI revealed that he availed house rent allowance (HRA) for over thirty months @ 5 per cent of the basic pay plus Grade Pay, although he was staying in revenue rest shed all through his tenure. Md Sidiq Alam, the then Collector of Nuapada, had issued a show-cause notice to Naidu in June, 2017 for negligence, dereliction of Government duty and paving way with malafide intention for loss of Government revenue.
