Construction of the Lower Indra Irrigation Project (LIIP) in Khariar block of Nuapada district is yet to be completed, but problems are surfacing in the earth dams on both sides of the spillway, the recent one being the vertical subsiding of soil in an area of about 100 square metre between 450 to 525 RD on the right side of the spillway.
"It was expected because the construction company has committed a lot of flaws
during the earth fill," said a local contractor and further elaborates how the quality of the work has been compromised in the construction process.
"Firstly, the soil collected for the earth fill was not from the borrow area.
Soil samples from different places had been collected for testing of the soil's capability to achieve good compaction density and aborrow area near Badmaheswar village was found fit for the earth fill; but to save cost of lifting, the contractor used dispersive clay soil and silt available nearby.
Thus, the subsiding is not due to vertical settlement as argued by the dam authorities; rather it must have been caused by cracks from differential settlement of the clay soil and poor compaction," added the contractor.
One more possible reason is also put forth by local people as well members of the Lower Indra Bisthapit Sahayata Samiti.
"Possibility of hydraulic fracture inside the earth dam due to the blast operations done in the spillway to correct the flaws in construction of the spillway can't be denied," they said.
"It is a vertical settlement which is quite normal in earth dam construction. Over-section settlement of 20% is always permissible," said Chief Construction Engineer of the project Sunil Naik.
In the meanwhile, a dam safety team consisting of eleven experts has visited the dam to study the matter.
