Khariar KV running sans own building

The Kendriya Vidyalaya (KV) at Khariar of Nuapada district is running temporarily in the building of the Raja AT High School, Khariar for last eight years. While the KV is facing a lot of problems due to shortage of space, the high school also has much difficulties by allowing a complete block of eight class rooms to the KV.
The problem would have been solved had the Revenue Department alienated the land in favour of the KV identified in Badi gram panchayat. But the RDC, Brahmapur is said to have returned the proposal for land alienation to the district administration four times on different grounds.
The first proposal was rejected due to wrong proclamation process.
The 10 acres of land identified in Badi gram panchayat belongs to two Mauzas, but proclamation was done only for one Mauza. Thus, the proposal was returned to the district for adoption of due procedures.
When the alienation proposal was submitted after confirming to the proclamation process, the RDC office raised another question. A portion of the land was found to be reserved for industrial purposes in town planning. Thus, the proposal was returned again. When this problem was sorted out and the proposal was resubmitted, they invented another problem that a portion of the land was in Rakshit Khata, which had to be changed to Anabadi.
When all these took long five years to settle, the fresh problem is of the Khata number which has now changed due to the change of Kisam. The proposal is now pending with the district authorities.
The KV authorities, three years back,  had decided to stop the admission process due to non-allocation of land. The process resumed after the KV Sangathana and the Union Ministry of HRD were approached by the people of Khariar. "This reveals the terrible state of our State administration. This shows how there has been no accountability of our administration even on the matter of public interest," stated Jagdish Pradhan of SVA, a leading non-governmental organisation of Odisha, in a Facebook posting on this issue. "This can be a classic example of our system, but I hope our Chief Minister shall take immediate action to resolve the matter," added he.
