Subhadra Hati, a poor woman of Ranimunda village in Nuapada district, has not been included under the National Food Security Act (NFSA) scheme. She says her husband Narasingh has run to the panchayat and block offices several times to avail a ration card but in vain.

Narasingh's parents had a BPL card and the family was getting 25 kg of ration in the past, but Narsingh was denied the benefit after the death of his parents.

He was not issued any card either under NFSA or the State food security scheme. "The income from half an acre of farmland does not help us get sufficient food; thus, we are forced to migrate elsewhere to earn our livelihood," says Narasingh. Hemlata Sabar is another deprived woman of this village who does not get any benefit from food security schemes. "We are three members in our family; we don't have any ration card," she says.

There are some others in this village like Sati Sabar, Tanka Sabar, Rambha Kata, Sasidhar Kata, Purnami Sabar, Dola Sabar and Duryodhan Kok, who have been excluded from the schemes. "This is one part of the story.

The other problem is not adding names of children, who have taken birth after issue of card," says Kunal Behera, an activist. "Neha Sabar of this village, whose five-year-old daughter is yet to be added in the list, has run pillar to post but has not been heard," adds Kunal. Gomati, daughter of Santara Sabar, and Aparajita and Liza, daughters of Bhagyabati Sabar, are three other children who are deprived of the benefits. "We have submitted a list of these deprived people to the Khariar BDO for inclusion in the list,” informed District Press Club secretary Tapan Dash.
