Millers don’t provide gunny bags to farmers to pack paddy
The cause of concern for farmers is that the millers do not provide gunny bags for packing farmers' paddy although they get requisite number of gunny bags from the Odisha State Civil Supplies Corporation (OSCSC) for the purpose.
There is a provision for use of two new gunny bags and two old gunny bags for packing of paddy required for one quintal of rice. Two new gunnies used for paddy packing are subsequently used by millers for delivery of one quintal milled rice. But in reality this doesn't happen. Farmers use their gunny bags while selling their paddy in mandis and the millers do not return that; instead, they add the weight of gunny bag, i.e., 650 grams to the weight of paddy.
"This causes a loss of about Rs 22 per bag because we purchase a gunny bag at Rs 35, but the miller would pay us only Rs 12.60, which is the cost of 650 grams of paddy as per current MSP," says Tiwari.
"Procurement guidelines state that only jute bags (old/new) will be used for packing of paddy. But on the contrary, the Government allows sale of fertilisers and seeds in poly bags, The OSCSC sends rice under PDS in poly bags. We don't understand why such double standard is maintained by the Government forcing us to bear the loss," rue the farmers.
"We hope the district Collector as well as the members of District Level Paddy Procurement Committee would take notice of this problem and take necessary steps in the forthcoming meeting in the interest of farmers," said Tiwari
