Rs 5L rehab to electrocution victim’s kin
The National Human Rights Commission (NHRC) on Tuesday directed the Odisha Chief Secretary to pay Rs 5 lakh as compensation to the next of kin of deceased Khusiram Majhi of Tengnabasa village under Lakhna police station area of Nuapada district, who was killed due to electrocution on July 12, 2019.
The Commission has also issued summons to the SP Nuapada and the Principal Secretary, Energy Department for personal appearance before it for not initiating action against the officials who were found responsible in the case.
The Commission had received a complaint on July 13, 2019 from one Dilip Kumar Das, a human rights activist of Bhawanipatna, alleging that Majhi had died due to electrocution on account of negligence by the Wesco. Considering the prayer for intervention, the commission had called for explanation from the concerned authorities. In response, the Additional Secretary, Department of Energy, Government of Odisha vide his communication dated September 11, 2020 submitted the report together with the statutory inquiry report which confirmed that victim Majhi died unfortunately when he stepped on a broken live wire while connecting the wire of an electric board but the incident occurred due to victim's lack of knowledge and carelessness.
The statutory inquiry report in its conclusion however held the Wesco authorities also responsible for the accident as they had given power supply to the victim's house without bent pipe and not providing a single service wire of appropriate size without joints. There was also no cut out and earthing point inside the premises. The report further mentioned that the Wesco authorities had given the power supply without checking the safety measures in violation of CEA (measures relating to safety and electric supply) Regulation, 2010.
The NHRC had served notice to the Government of Odisha through its Chief Secretary to show cause within six weeks as to why appropriate financial relief may not be recommended to be paid to the next of kin of the deceased. The Superintendent of Police, Nuapada, Odisha had also been directed to submit the details of legal action taken in the matter within a period of four weeks.
