N’PADA ADMN CHALKS OUT STRATEGY TO CHECK MIGRATION

The district administration of Nuapada has decided to take a multidimensional approach to check distress migration from the district. The strategy was planned in a meeting of district and block level officials, convened by District Collector Jaykumar V.
 “We are not saying that migration can be stopped at one go, but we are sure it can be regulated and monitored through an institutional mechanism that we are going to set in the district,” said the Collector after the meeting.  As the first step towards achieving the objective, the administration has decided to form labour unions which will be guided by the Village Labour Leaders (VLL). The VLLs will be motivated to apply for labour licence.
All the migrating labourers will be registered with the VLLs. The PRI members and the Anganwadi workers will inform the district administration on the movement of labourers on weekly basis. All these information will be displayed in the district web site as well.  To check illegal movement of labourers, the district will also take the help of the transporters like the Government and private bus operators, who will be instructed to give detailed information of the labourers that they are transporting in their vehicles. In case of their failure in reporting, action will be taken against them.
 It was also decided to keep a helpline number at the district level, which will be provided to all the villages and labourers. Those who are facing problems in their work places will also be able to inform the administration through the help line number on the basis of which immediate action can be taken. Another important decision taken in the meeting was about strengthening the SHGs to check distress migration by providing support to the labourers for brick making.
 The administration is in need of bricks in crores for various construction works in the district but there is shortage of the material. The SHGs can give advance to the labourers during the time of their need and engage them in brick making which can be procured by various departments. The administration also decided to continue development works during the rainy season to generate employment for the labourers.
 “We see that during the period between June and September, the labourers take loans from various sources or advances from the contractors to meet their needs mostly medical and marriage expenses. If employment is provided to them during this period, they will not take advance and the migration under distress condition will be reduced,” the District Collector said and added that, “A dedicated effort is needed and we hope the situation will change within a year or two.”
