Complaints of violations of guidelines in rationalisation of  teachers’ strength in the current academic session has been raised by the  teaching community, School Management Committees (SMC) members and  leaders of various political parties in Nuapada district.  
Rationalisation of teachers at district level is done at the beginning  of every academic year to maintain pupil-teacher ratio at 30:1. The  guideline on rationalisation also mentions that, there should not be  any single teacher school. However, it is learnt that the transfer of  teachers done recently in the district has violated many such norms.  Nuapada Project Primary School (PPS) of Birighat GP with five classes  had only two teachers, but one of them – Lokanath Saraf has been  withdrawn without giving any substitute to the school. Similar  violations have been reported in many other schools in the district.   It is also learnt that, some teachers in certain schools are  continuing for a long period, but they have not been touched whereas  the teachers with less incumbency time have been transferred. Debraj Bag of Meherpada PUPS (Bhuliasikuan) in Khariar block, although  is junior in incumbency than one Kamal Meher, he has been transferred.
The ground of transfer is mentioned as “additional science teacher to science-less UP school”.
“Kamal Meher, is also a BSc, why he was retained,” asked Khariar Panchayat Samiti chairman Balkrishna Sabar.
Sabar has drawn attention of the District Education Officer (DEO), Nuapada, where he has raised question on transfer of Sabita Sunani of Mandosil PUPS, Chitrasen Meher of Tikhalipada PS, Minakshi Panigrahi  of Kotipadar PUPS, and Rajashri Mishra of Shastri School (Khariar NAC), who are junior in incumbency than other teachers in their  respective schools, but have been transferred.
Sabar has also raised question on transfer of Level IV/III teachers.
According to rationalisation norm, the headmaster should not be transferred, but on what ground the HM of Matritarai PUPS (KALA), who comes under the category of level IV/III has been transferred, Sabar wanted to know.  Sabar has further requested in his letter to stop the practice of deployment.
Level III teacher Pramod Pati of Mission TOPS has been deployed as ABEO of Boden block. Why a level III teacher of Khariar would be deployed to Boden, he has asked.
Sabar said that, the DEO, Nuapada has assured him to revise the list.
However, about the transfer of junior teachers (in incumbency) the DEO said that such teachers can be transferred if they are weak in pedagogy to maintain the quality of teaching in school.

The children of Balaka UP School and Manikyadevi UP School, led by their parents, locked their respective schools for a few hours and raised slogans to protest against the withdrawal of their teachers. “We have 8 classes with 140 children but two out of our eight teachers have been withdrawn,” rued the students.
